American Telecommunications Certification Body Inc. 6731 Whittier Ave, McLean, VA 22101 December 25, 2006 RE: Huawei Technologies Co., Ltd FCC ID: QISC2299 I have a few comments on this Application. Depending on your responses, kindly understand there may be additional comments. 1.) Please provide an ATCB Form 731 application. 2.) There are many documents indicated as “Temporary Confidential”, but there is no Temp Confidential (or Short-Term Confidentiality) letter. This document is separate from the Standard Confidentiality request you are familiar with. Kindly review and provide separate Short Term Confidentiality letter if desired. 3.) FYI: Be sure the contact information associated with Grantee code QIS is current. 4.) This device appears, from the External Photographs, to have a USB port. Is this correct? If there is any method by which this phone can connect to a computer, there also must be a separate equipment authorization as a “Computer Peripheral” under either the Part 15B Certification process or the DofC. Please review and advise. 5.) Please clarify the Operational Description, page 2. What is the FM function? Do you mean this phone can provide analog AMPS-FM in addition to IS-95 CDMA? 6.) The Tune-Up specification needs to include RF power target tune-up values in addition to a procedure. All TCBs are required to be certain a device was set to the highest expected RF power settings before both EMC and SAR testing begin. 7.) FYI: Since the SAR testing was shown with Conducted power, it would be useful to show the conducted powers necessary to produce the radiated ERP results for Section 6.1.4. This will make it much easier to be certain the EUT was properly adjusted for maximum RF Pout. 8.) Please provide a complete listing of substitution data used for the radiated power test. This would include signal generator level, cable loss, antenna factors, SA readings including RBW/VBW settings etc. 9.) Your SAR values do not appear in Manual. Comments please. William H. Graff President and Director of Engineering mailto: [email protected] The items indicated above must be submitted before processing can continue on the above referenced application. Failure to provide the requested information may result in application termination. Correspondence should be considered part of the permanent submission and may be viewed from the Internet after a Grant of Equipment Authorization is issued. Please do not respond to this correspondence using the email reply button. In order for your response to be processed expeditiously, you must submit your documents through the AmericanTCB.com website. Also, please note that partial responses increase processing time and should not be submitted. z Page 2 December 25, 2006 Any questions about the content of this correspondence should be directed to the sender.

Depending on your responses, kindly understand there may be additional comments. 1.) Does the Applicant desire “Temporary Confidentiality”? There are many documents indicated as “Temporary Confidential”, but there is no Temporary Confidential This document is different from Standard Confidentiality. Provide separate Short Term Confidentiality letter if desired. 2.) Please provide a signed Form 731. 3.) The product description, section 2.1 confirms this device can connect to a computer with a data cable. Therefore, there also must be a separate equipment authorization as a “Computer Peripheral” under either Part 15B Certification process or DofC. Please review and advise. 4.) Section 2.5 of the Product Description indicates that this device is capable of +23dBm. The Tune Up procedure indicates +24.5dBm. The SAR report indicates a range of +24.6 to +23.9dBm. Appendix J shows +24.3 to +24.4dBm And the EMC report shows every channel puts out +24.4dBm. What is the correct power? I must have agreement to 10% accuracy to properly evaluate this device. All TCBs are required to be certain a device was set to the highest expected RF power settings. 5.) Please provide all data and calculations used for the radiated power test. All I have in Appendix 1 is a print out of an instrument display. This has no meaning without supporting calculations or data. Please include signal generator level, cable loss, antenna factors, SA readings including RBW/VBW settings etc. 6.) Please provide external attenuator settings and cable loss used for the Occupied Bandwidth, conducted Spurious Emissions plots, and the Band Edge plots. Are these correction values accounted in the plots presented? William H. Power Output is ERP. SAR compliance for body-worn operating conditions is limited to the specific configuration tested for this filing. Body-worn operations are restricted to belt-clips, holsters or similar accessories that have no metallic component in the assembly and must provide at least 15mm separation between the device and the users body. End users must be informed of the body worn requirements for satisfying RF Exposure compliance. The highest reported SAR values are: Head: 0.91W/kg; Body-worn: 0.99W/kg
